About Government Procurement Service

Government Procurement Service (GPS) is the national procurement partner for all UK public services and is part of the Efficiency and Reform Group within the Cabinet Office. In this role it has set up a number of framework agreements that are fully compliant with EU Directives and allow the public sector to ensure best value for their procurements.

Northgate has been successful in competing for a place on a number of the ICT framework agreements which allow customers to place orders with the company under standard terms and conditions of those agreements.

Northgate is committed to working with the public sector to enhance public value through the delivery of citizen-centred services.  This route to market reinforces Northgate's well-established partnerships in public sector and utilities markets, and is an important channel for the delivery of our services and solutions.

 

Government Procurement Service Frameworks

A framework agreement is an arrangement recognised under the European Union (EU) public procurement regulations. It allows customers to place orders for a range of goods and/or services under a pre-determined set of terms and conditions.

Under the GPS frameworks, Northgate has been awarded contracts for the supply of its products and services under the following categories:

GISS - Geographic Information Solutions

Lot 1: End-to-end GI solution provision including consultancy, design, development, implementation, integration, data transfer, maintenance and support.

The Software Application Solutions framework agreement provides end-to-end solutions or individual elements and can include (but are not limited to) consultancy, integration with existing systems, data migration, training and ongoing maintenance.

IT Managed Services

The IT Managed Services framework agreement caters for all sizes of customer estates, providing the following IT services as part of a managed service:

  • Managed ICT estates - including the management of servers, desktop and laptop PCs, mobile computing devices and peripherals - services to allow end users to manage all aspects of their computer estate which include monitoring, reviewing and refresh of infrastructure to ensure compatibility with all hardware and software
  • Business Continuity / Disaster recovery services
  • Data centre provision
  • Managed data hosting - services for hosting of end user applications and data on a host’s servers removing the need to manage a customer’s own network and applications. All applications and data are on the host’s servers and accessed via the internet from any location, at any time using any type of computer internet access device.  
  • Network Services as part of an overall managed service
  • Systems integration delivered as part of an overall managed service
  • Print services as part of an overall managed service
  • Maintenance contracts – third party maintenance contracts / maintenance of hardware and software as part of a managed service
  • Remote access services - services (hardware and software) to enable users to connect to tools or information that reside on a network of IT devices.
  • IT service desk facilities – on site / remote service desk support
  • Asset management services - services that keep inventory, track of hardware and software assets and licenses.

The above can be delivered as standalone service offerings through to a fully outsourced IT services provision.

Local Government Software Application Solutions

The term ‘Software Application Solutions’ means the provision by the service provider of:

A. application software (e.g. packages or bespoke), whether on a licensed or rental basis

B. goods and/or services which are necessary for the implementation, delivery, and operation of the application software provided in (a) above, including:

  • consultancy/advice,
  • business change,
  • programme and project management,
  • feasibility and financial studies,
  • requirements analysis,
  • functional design,
  • architecture design,
  • software/system/solution design,
  • software purchase or rental,
  • programming and development,
  • computer hardware (servers and storage systems) purchase or rental,
  • system build,
  • system configuration,
  • system (including related middleware and system software) installation,
  • integration of the system with external systems and software (see below for further definition of the term ‘integration’),
  • data integration/migration and conversion,
  • all stages of testing (technical and user), training and support (technical and end user),
  • hosting (including CLOUD services),
  • ongoing operation and support of the system,
  • help desk and end user support,
  • contact centres,
  • ongoing maintenance/enhancement and upgrades of both the software and hardware platform.

Software Application Solutions which specifically enable Local Government Bodies to deliver their functions in the field of revenue, benefits and finance. Including: administration and management of purchasing, payments and receipt, process and payment of revenue and benefits.

Who can purchase?

The framework agreements allow Northgate as a GPS framework provider to supply organisations across the public sector, including:

  • Emergency Services, such as the Police & Fire Services;

  • Schools and other education providers;
  • Charities;
  • Utilities.

How to purchase

We want to make it as easy as possible for our customers to buy from us using the GPS frameworks. We have set up a dedicated Northgate Frameworks Service Desk where trained advisers will answer your queries, manage your procurement requirements and then monitor, review and report on progress.

In order to use the GPS frameworks you have to register with Government Procurement Service. Once you are registered you can then purchase from any of the GPS suppliers.

If you are not yet registered all you need to do is go to the GPS web site, and simply register your details online. Once you have completed this GPS will provide you with your registration details. You can then access all the products available on the GPS website.
